You've gotten pretty good advice up to my post here; all I'll add is that I like the Eusing Free Reg Cleaner. It's user friendly, fast, and easy to go back if you find you did something you shouldn't have. :

There is no defining answer to this question as most you come across find stuff thats not there just to premote themselves so you will purchase them.
you can how ever still download microsofts regclean but they did stop doing updates for it awhile ago.
maybe you need to state if you have a problem then maybe someone can point you in the right direction but if you suspect a virus or malware use something like AVG its free and scans the registry and Adaware which is also free for malware and spyware which also scans the registry.

There isn't one. Registry cleaner software–free or not–is useless and won't improve the performance of your computer.
There is no such thing as the best. Some are stronger than others but I have never found one that gets everything. My two favourites of the moment are CCleaner (which eveyone on answers seems to recommend ) and RegSeeker. Both can however suggest deleting stuff that you personally might not want to lose. If you don't know much about the registry; be careful.
I've just installed CCleaner 2.00 and it deleted quite a bit of stuff, I also run Reg Cleaner 4.3 which picked stuff up CCleaner didn't. It's like antispyware software, no single program is a replacement for the others, they all pick up stuff the others don't. Recommend CCleaner though.
ccleaner is the most straight forward for sure. you can't mess up..
easycleaner2 i use for finding dupe files etc BUT if you don't know about certain things its not good for a beginner
